At the seminar on the role of blockchain in smart city construction organized by the Department of Science and Technology of Ho Chi Minh City on the morning of August 18, Mr. Phan Duc Trung, Standing Vice Chairman of Vietnam Blockchain Association, said: The advantage and philosophy of blockchain's existence is to solve the problem of information on big data with authenticity, thereby saving a lot of costs in terms of time, effort, money... Behind the business traveler there is time to go back and wait, while it is possible to skip the multi-step verification and confirmation work...

According to Mr. Trung, the issues directly affect people's lives, so blockchain - considered as one of the technologies of the future - will play an important role in city development, management, solutions. solve social problems.

“If blockchain is applied, people can notarize online so that instead of going down to the state agency, they can do other work to create reforms,” he said. At that time, the blockchain with authenticated data can receive records with just a piece of code to retrieve information to check documents. They can decide on their own work, no need for other qualifications, minimizing processing time.

Also with the ability to authenticate information, blockchain can be applied to the field of education with querying and detecting fake diplomas. According to Dr. Dang Minh Tuan, Director of CMC Technology Application Research Institute, blockchain has been applied and deployed to authenticate online university degrees at the Hanoi Academy of Posts and Telecommunications for more than a year. Previously, each month, the school received more than 1,200 requests from businesses for degree verification. Meanwhile, the school only has two teaching staff to perform manual information queries, which takes a lot of effort and time.

With blockchain, the team of experts built a document checking system on the website. The data on students' meritorious diplomas is digitized and authenticated by digital signatures provided by the Government Cipher Department. "Previously, blockchain data was not authenticated by digital signatures, so it was not legal. With this change, we have solved the legal problem of making data transparent," said Mr. Tuan. When there is blockchain, employees only need to enter the student code on the website, the degree number can be retrieved quickly

Not only administrative reform, education, experts at the conference said that blockchain can be applied in the medical field with the storage of patient health records, tracing the source of disease transmission. This technology, when combined with AI, can ward off disease through wearable IoT tools. Data is shared with medical professionals securely, opening up the prospect of treating patients remotely. In the field of environment, blockchain can be applied to help maintain a clean and beautiful environment by real-time garbage management, transparent waste recycling process.

However, the number of blockchain-related patent registrations in the country is still low. According to the WIPO Publish patent database, the National Office of Intellectual Property (Ministry of Science and Technology) as of July 2022, has 125 innovative documents on blockchain technology registered for protection in Vietnam. In which, there are only 7 patent documents in which the applicant is a domestic individual or organization, the rest are foreign. My usage rate is the most, 59%. The patent documents refer to payment and transaction systems (35%), information authentication (21%), data security (9%)...

In the world, the first blockchain was announced in 1976 by IBM related to message authentication and detection of communication errors by blockchain. According to Mr. Nguyen Duc Tuan, Acting Director of the Center for Information and Statistics - Department of Science and Technology of Ho Chi Minh City, the reason why blockchain has not developed in the country is because many organizations and businesses have not recognized the potential of the industry. Therefore, there are no articles on accessing information for investment and development. "With the smart city model of Ho Chi Minh City, blockchain development is necessary to solve socio-economic problems. State agencies, businesses, and scientists need strategic connections. strategy for this industry to develop more strongly in the coming time”, Mr. Tuan said.
